| Belarus stands for the establishment of a cohesive multi-faceted energy agenda of the UN that would encourage wider energy efficiency, international cooperation on a global proliferation of technologies of energy saving, alternative and renewable sources of energy. An integral part of such cooperation should be fair access of all Member States to these technologies through the creation of a special regulatory mechanism within the UN framework.
As a first step towards a common UN energy agenda, Belarus suggests to hold a thematic debate of the General Assembly on ensuring access of all states to the technologies of energy saving and of use of alternative and renewable sources of energy. Access to these technologies should, of course, be ensured with the due respect to intellectual property rights.
